Ladies and Gentlemen,
It is a special satisfaction to be among you today, in the framework of the Certification Ceremony of police officers who have successfully completed the 22-week Seventh Course of Basic Police School for General Patrol.
Dear trainees,
This day is a marked day for you in the beginning of the career as an employee of the State Police, after you have received the knowledge and skills needed to be an integral part of it.
During these 22 weeks you have acquired knowledge, requirements and standards of police services, according to the most advanced models of Euro-Atlantic countries. I notice gladly the fact that a considerable number of women and girls among you, who will have the opportunity to be police officers, which I consider another achievement for all police corps, but also the role of the woman in our society. And for this, let me express the highest consideration for your initiative for this difficult profession and I take this opportunity to congratulate your family, which have supported you and will always be beside you.
Dear trainees!
You have studied during this period the most advanced theories and practices in the field of policing. And it is an achievement. But do not forget that the current work is a theoretical approach.
Now you will face the final test, the Field Training Program for a period of 22 weeks, at the end of which you will earn the right to be employees of the General Police Patrol.
Be sure that the practical application of the knowledge obtained so far, will have its difficulties. Practice is the highest form of concretization of what you have learned with dedication throughout this period. You will face difficulties of different nature, with concrete actions in favor of public order and safety. I believe that with dedication and professional consciousness you will complete the tasks and responsibilities.
Dear participants,
Albania is now closer than ever to be an integral part of the European Union. It is a stage that requires from the State Police further improvement of public order and security parameters, increase of the efficiency of other agencies implementing the law.
In order to achieve these parameters, the Albanian government from 2005 onwards, is investing in the uncompromising fight against crime and in parallel, improving the quality of life of citizens. In view of these objectives, we have undertaken various reforms, through which we target and aim at building a modern police service, according to the most advanced standards of Euro-Atlantic countries, giving priority to vocational training and career, through a competitive, transparent process based on meritocracy.
In this continuous process of development and improvement, we have found the permanent support of our partners. I take this opportunity to thank the staff and management of ICITAP Program, for the great contribution they have given and continue to give in this regard.
I expresses deep conviction and assure the community that all employees of the State Police remain determined to improve the maximum performance of the State Police, ranging from young effectives schooling, their training in this scope of work, their effort to keep clean the moral and professional figure of the effective of state police.
It is a difficult task, but not impossible. The war against crime is a war that has not stopped. State Police is the main structure to guarantee public order and security, the fight against crime, control of border supervision and law implementation. Comprehensive reforms that have been carried out in this agency have made it possible today to have a body of professionals to complete the community service. You are the youngest members of this body. You will be an integral part of the fight against any crime, incriminated persons, fight against corruption, illegal trafficking and drugs. You will be an integral part of this organization that protects public and private property.
In these last years there are marked very positive results in the fight against crime, narco-trafficking, terrorism, acts of corruption. This fight with zero tolerance against crime and criminal assets has already made Albania a safe place and a factor of stability and peace in the region and beyond.
You are the new generation, who are joining this troupe indicating higher capacities and professional standards, in conformity with the parameters of the European Union, which is another clear example of the steps that has made our country during the past few years. But you should not forget that, only a police effective with high professional conscious and above all, moral integrity is a guarantee to uncompromising war against crime, surety for law implementing, striking unyielding corruption, and always in the civil service.

I congratulate you once again for the results achieved, the successful completion of Basic Police School and I wish you success in the field and further training during your work as police officers. May you always honour the uniform, your family, your country!
